Policy Watch — OSHA's 32 Proposals, a Heat Rule, and Permitting Reform on Three Fronts

OSHA: 32 proposals, one big one

OSHA announced 32 regulatory change proposals, headlined by a heat illness prevention rule, with publication planned by November 2026. If your crews work exteriors in July — ours do — a federal heat standard changes scheduling, hydration protocols, and documentation on every summer project. Separately, silica standard enforcement updates continue to land; exposure controls on cutting and grinding remain a live inspection item.

Permitting is getting faster, on purpose

• California enacted laws effective January 1 streamlining CEQA procedures and expanding transit-oriented development.
• Washington finalized a rule modernizing federal environmental reviews, and a new House bill (the Beyer homebuilding-costs bill, July 30) targets construction input costs through trade policy.
• The UK overhauled planning rules to cut pre-application timelines by up to 12 months, and published a white paper requiring all construction products to pass proper assessment before use.
• The NRC proposed a 553-page reactor licensing modernization — nuclear construction is being taken seriously again.

Faster approvals mean compressed pre-construction windows. When permits stop being the bottleneck, estimating speed and submittal readiness become the competitive edge.

Codes and money

The ICC released interim 2026 IBC amendments on mass-timber fire-resistance ratings and occupancy classification for hybrid steel-timber structures — relevant to anyone cladding over timber assemblies. And $2.4B in infrastructure supplemental funding is heading to grid-ready industrial parks and jobsite power electrification.
